Allow range of values to be specified within <schedule> element of XML format configuration files

XML format configuration files, that use <schedule> element, should allow for ranges (with optional increment value) instead of specifying each of the range values explicitly. It should allow:

     <schedule>
        <year>
            1987:1997
            <month>
                1
                <day>1</day>
            </month>
        </year>
        <year>
            1998:2008:2
            <month>
                1:8
                <day>1</day>
            </month>
            <month>
                9:12
                <day>1:30:2</day>
            </month>
        </year>
     </schedule>

vs. now it only allows:

     <schedule>
        <year>
            1987 1988 1989 1990 1991 1992 1993 1994 1995 1996 1997
            <month>
                1
                <day>1</day>
            </month>
        </year>

It is tedious and error-prone to print values for very long time periods
